Yes. I believe it's Korean either.
And it seems to be...
"당신이 무슨 백미러에서 일어나고 촛점을 맞추고 있다면 당신은 앞으로 운전 못해요."

But the problem is...
That line is kind of awkward to get the meaning.
I guess it has some faults in grammar.

당신이(you) 무슨(what) 백미러에서(at the rear-view mirror) 일어나고(to stand up/to occur) 촛점을 맞추고 있다면(if keep focussing on) 당신은(you) 앞으로(from now/forward) 운전(driving) 못해요(can't)

Literal translation would be...
"You can't drive any further if you stand up from the rear-view mirror and keep focussing on it."

But it doesn't make sense at all.
Did you get this line from a movie or drama?

 :?:

Sean.

Wow! Sean you are good! I usually can't make make sense of romanized Hangul -- I just look at it and my eyes roll back in my head. And I would have never understood 백미러 (back mirror) --I looked and thought 'what the heck is that... haha it's English.. well not.. but yeah it is.. we say 'rear view mirror' here in the states but I suppose 'back mirror' is more efficient.

Here's a thought regarding the post -- could this mean something like: 'You can't move forward in life if you're always focusing on the past?'

Yeah, I agree with you, George.
In that case this below would be better.

당신이 항상 백미러에 촛점을 맞추고 있다면 당신은 앞으로 운전해서 가지 못해요
dangsin-i hangsang baekmireo-e chotjeomeul matchugo ittamyeon dangsineun apro unjeonhaeseo gaji mothaeyo
