Using those three above are usually for emphasizing the one's opinion "my thought".
They are kinda starting words and can make us saying the following words natural and smooth.
It's not necessary to make sense however.
And 생각에, 생각하기에, 생각할 때 are all exactly same.
생각(thought:noun) + 에 : in my thought
생각하다(to think) -> 생각하기(thinking:noun) +에 : in my thinking
생각하다(to think) + ㄹ(adjectival ending) + 때(the time) : when I think (about it)

Your sentence '강남 지역의 물가가...' is perfectly right and has no reason to be corrected.
The possessive marker 의 CAN be omitted from that sentence though, it's still natural as it is.
Actually all possessive marker 의 can be omitted except for when it's used with 나/저/너.
나 + 의 = 나의 or 내
저 + 의 = 저의 or 제
너 + 의 = 너의 or 네 (니 in most coloquial cases)
나 시계 (X) / 내 시계 (O)
너 시계 (X) / 네 시계 (O)
그 남자의 시계 (O) / 그 남자 시계 (O)
