어떻게 + Verb Stem + 아/어/여요 (Eotteoke + Verb Stem + a/eo/yeoyo)
How do you [verb]?
This pattern is used to ask how something is done. 어떻게 means “how.” After that comes the verb stem, which is the base form of the verb without 다. Then you attach 아요, 어요, or 여요 depending on the final vowel of the stem. Together, this forms a polite question asking “how do you [verb]?”

어떻게 사용해요?
In this sentence:
어떻게 means “how,” and it’s the key word that starts the question.
사용해요 is the focus. 사용하다 means “to use.” The stem is 사용하, and when you attach -여요 (which contracts to -해요), it becomes 사용해요, the polite present tense of 사용하다.

The phrase ‘이 파일은’ means “as for this file.” 이 means “this,” 파일 means “file,” and 은 is the topic particle, showing what the question is about.
So that is how 어떻게 보내요 fits the pattern:

meaning “How do you [verb]?” or “How do I [verb]?” depending on context.
