Thank you for your question and good point actually!
I bet probably quite many Korean would use these phrases and also get consfused since both are quite similar.
Basically, when you have heard and try to mention to the third party, you would use these phrases.
To translate directly to English, it would be "I heard~, there is a saying~ ".
Yet, -라고 could be used with the noun and -다고 the verb.
For an example, if you would like to say "Heard she is a rich girl."
Then it would be "그녀는 부자라고 하더라."
However, if you would like to say "Heard she lives in rich town."
Then it would be "그녀는 부자 동네에 산다고 하더라."
Do you see the difference on verb?:)
