Did you try looking up "핑 돌다" on Naver's dictionary or any of the other online dictionaries?

Hello

Hello,

I'm Jaehwi from Koreanclass101.com

If someone say 핑 in Korean, it gives me the meaning of 'going around' 핑(Ping) goes after the sound. You can imagine when you rotate something on your table.

For the sentence '눈물이 핑 돌다.', the word '핑' makes people think of tears suddenly go around the eyes.

I hope this helps.

Thank you. 감사합니다.

This is directly from the page link I provided

눈물이 핑 돌다
tear up

I guess you missed that one because it was a couple lines down from the top.

or in other words to have one's eyes fill (well) with tears - literally to have tears going around the eye as mohano said
